THE LAUNCH OF THE UGANDA YOUTH POLICY & ACTION PLAN 2016

It is with much gratitude that I address you this afternoon on behalf of the Government and the people of the Republic of Uganda on the impending launch of the National Youth Policy and Action Plan for the Republic of Uganda on 16th December, 2016.
As many of you may be aware, the Ministry of Gender, Labour and Social Development in collaboration with other line Ministries, Departments and Agencies (MDAs) and other stakeholders in youth development have been for the last two years working on the review of the National Youth Policy of Uganda, 2001. I am happy to announce to the people of Uganda and especially the youth that the Uganda National Youth Policy and Action Plan were officially approved by Cabinet on 21st September, 2016 at 1:45pm.
As I do extend great thanks to all those people and organisations that supported the review process, I would like in the same vein announce that H.E The President of the Republic of Uganda has accepted to launch the Policy and its Action Plan on 16th December, 2016 at Serena, Kampala Hotel starting at 2:30pm.
As Government, we are positioning ourselves to make a fundamental change in the young people’s lives. The Youth Policy and Action Plan will therefore provide a cohesive framework for all actors in the empowerment of the young people.
The policy and action plan aim at among other things to enhance the level of coordination and collaboration of all MDAs, non-state actors and international agencies to be able to deliver as one.
The policy is strongly embedded in the principle of a multi-sectoral and multi-disciplinary approach cognizant of the fact that youth problems are multi-sectoral in nature.
It is also our conviction that whatever we do as a country must be consistent with the aspirations of the Sustainable Development Goals (SDGs) and the Uganda vision 2040. The policy is therefore anchored among others in the above two frameworks.
Fellow country men and women, in order to make 2017 a fundamental and critical year of change, Government will in 2017 host the following events;
1.    The Commonwealth Youth Ministers Meeting from July 31st -4th August 2017
2.    The International Association of Athletics Federation (IAAF)World Cross Country Championship on 26th March, 2017 mainly attended by youth from all over the world.
3.    The Jumuiyaya Africa MasharikiUtamaduni Festival (Jamafest) 4th-10th September, 2017. This festival brings together East African Cultural Practitioners and administrators to celebrate the rich and diverse cultural heritage as well as contemporary practices in East Africa.
4.    Evaluate the Youth Livelihood programme and ensure it is strengthened in order to triple its delivery to the young people.
5.    Launch the employment creation strategy. This initiative aims at promoting the creative industry, improve productivity and promote value addition strategies.
The above will critically enable us to improve the lives of young people.
The theme for the activities marking the Uganda National Youth Policy is “Mindset change: A Pre-requisite to attaining a middle income status.”
The choice of the theme is based on the realization that stereotypes have to a large extent led to mind stagnation and resistance to new and progressive development options. Ideological disorientation has negative effect on an individual and societal development. We therefore need to see a shift in people’s mindset to enable them re-focus on the dynamic Agenda 2030 Sustainable Development Goals and be Vanguards in the total socio-economic and political transformation of the country.
I do welcome all of you to the launch of the Uganda National Youth Policy and Action Plan 2016 on 16th December, 2016 at Serena-Kampala Hotel from 12:30 pm.
