UGANDA’S ICT MINISTRY LAUNCHES CLIENT CHARTER TO STRENGTHEN ACCOUNTABILITY AND DIGITAL SERVICE DELIVERY
Kampala, Uganda – 2nd February 2026
The Ministry of ICT and National Guidance has launched its Client Service Charter for FY 2025/26 to FY 2029/30, marking a renewed commitment to transparent, efficient, and citizen-centred public service delivery. The Charter sets out service standards, timelines, and accountability mechanisms aligned with Uganda’s Digital Transformation Programme and ongoing public service reforms.
Speaking at the launch, Dr Aminah Zawedde, Permanent Secretary of the Ministry, emphasised that the Charter represents a shift from policy intent to measurable performance. “This Client Service Charter is a deliberate decision by the Ministry to be measured and held accountable. We are moving beyond infrastructure development to focus on the quality, timeliness, and impact of the services we deliver. The success of this Charter will be judged by real improvements in service delivery and the lives of citizens,” she said.
Dr Zawedde noted that the Charter integrates monitoring and evaluation mechanisms and commits the Ministry to clear service timelines, improved feedback systems, and evidence-based reporting.
Jane Kyarisiima Mwesiga, Deputy Head of the Public Service, who officiated the launch, highlighted the importance of implementation. “The true value of a Client Service Charter lies not in its launch, but in its implementation. Citizens must see visible improvements in how services are delivered. This Charter strengthens transparency, promotes professionalism, and reinforces trust between Government and the public,” she said.
She added that the Charter aligns with public service reforms, improving efficiency, ethical conduct, and value for money, and reaffirmed the Office of the Head of Public Service’s commitment to support the Ministry. “We remain committed to strengthening institutional and human resource capacity, promoting innovation, and providing strategic oversight to ensure that the commitments made translate into tangible results,” she said.
The Charter details the Ministry’s commitments across ICT infrastructure, digital services, cybersecurity, data protection, innovation, communication, and national guidance. It also outlines citizens’ rights and obligations, service access standards, and mechanisms for feedback and complaints.
The Charter will be distributed digitally via the Ministry’s website and official social media channels, reflecting the Government’s digital-first approach and environmental sustainability goals.
